@wavever 注册 Apple Developer 的风控严格到离谱，失败后第一时间联系客服，说明情况有概率解决
我当时注册也是遇到这个问题，联系客服后几天告知说我的账号曾注册过，但是我说明确定之前我没注册过，我这个 appleid 都用了十几年了，注册没注册过我还是能肯定的，然后提了工单核查了几天后客服来电说再次注册就可以了
你这上来啥也不问，先靠自己瞎试，在 Apple 看来你只会越来越黑。
